Mill Creek Water Treatment Plant

Project Scope included GC/CM preconstruction services, successful MACC negotiations and GC/CM construction services for construction of upgrade of the City of Walla Walla’s Mill Creek Water Treatment Plant (WTP) to comply with USEPA’s Long-Term 2 Enhanced Surface Water Treatment Rule (LT2) regulations generally involves the installation of a UV disinfection system with roughing filters for pre -treatment ahead of the UV process. The major Work elements to be performed included procurement of washed granular media for the roughing filters, construction of new roughing filters, construction of new building to house the UV reactor trains and associated equipment, construction of an outlet control structure, construction of a process waste water basin, addition of a hydrogen peroxide feed system, upgrades to the existing chlorine gas feed system to improve safety including emergency shut-off valves, replacement of selected mechanical components, and the addition of a chlorine scrubber, removal of the existing ozone generators equipment system and feed system, installation of new site piping to inter-connect the new treatment facilities, addition of a new pump, upgrades to the pumps motor controls, and building insulation repairs at the existing 34 MCD treated water pump station, installation of new treated water flow meter and vault and new full port insertion mag flow meter on the finished watermain, replacement of buried valves between the pump station and the finished water reservoirs (Mill Creek Tanks), architectural, structural, and building mechanical modifications to the existing Administration Building, upgrading the entire supervisory controls and data acquisition (SCADA) system for the water supply system, including new and existing equipment at the WTP, the Mill Creek intake (Umatilla County, Oregon), groundwater wells Nos. 1, 2, 3, 4, 5, 6, and 7, Walla Walla Community College (WWCC) meter signal, new pressure monitoring station at the Service Center, and the Clinton St. reservoir and booster pump station and Site security upgrades.
